One in five people in the UK have a disability. By 2035 1.35 million disabled drivers will be partially or fully reliant on public EV charging, however, key research has shown there is a lack of accessibility for disabled people across existing EV charge points.
Motability, the charity, conducted research which estimates that there will be 2.7 million disabled drivers by 2035, with up to 50% expected to be partially or wholly reliant on the public EV charging.
The sale of new petrol and diesel vehicles will end in the UK by 2030. The UK only has 10% of the EV charge points it needs, accelerating the need for rapid change in EV charging design and installation to ensure no one is left behind in the transition to electric vehicles.
Designability were alarmed at the scale of the challenges disabled drivers and passengers face when charging their EVs in public, and so they decided they simply had to act to be a part of the solution.
In response to these challenges Motability and the UK Government formed a partnership to co-sponsor PAS 1899:2022, a new accessibility standard for public EV charging points developed by BSI, in its role as the national standards body (NSB). Through this partnership, Motability awarded Designability with grant funding to explore electric vehicle charging solutions for the benefit of disabled drivers.
Designability carried out research and user testing working with disabled people to understand the challenges with current EV charge points and to inform freely available design guidance for manufacturers, installers, providers and site owners, of public EV charge point infrastructure, to ensure accessibility for all users. Additionally, Designability have sat on the steering group for PAS 1899:2022. The new national standard was launched in October 2022 by BSI, via its role as the national standards body (NSB).
The free online Design Guidance from Designability was launched immediately after the standard and can be accessed by individuals and organisations looking to ensure their design and roll-out of EV charging delivers what good inclusive design should look like.

We are really excited about the future of public EV charging and how it will help disabled people to feel included, listened to and enable them to play their part in the transition to electric vehicles.”
For retailers with, for example, car parking facilities where they are looking to install electric vehicle charging points, the Design Guidance will help to understand the considerations to ensure accessibility for all. This includes signage and information to help disabled drivers before arriving at the charging point, such as using navigational signage within the car park, and then on to considerations such as parking space size, plus level access to the retail space and other facilities.
The space around the vehicle should include the ability for drivers to open both doors fully to transfer to a wheelchair, or to walk or wheel from the boot to the front of the vehicle with a charging cable. There also needs to be space at both ends of the vehicle to access the charging point, and to offer protection from traffic when accessing the boot or using a hoist or ramp.
Charging unit position is also an important consideration. Kerbs, bollards and obstructions can prevent access to well-designed units for people using a walking frame or seated in a wheelchair, for example.
The Design Guidance covers additional considerations to the built environment such as lighting and shelter, shrubs and trees, and flat or smooth ground.
When it comes to charging the vehicles, disabled drivers also need to see, reach and use the charging points, so the Design Guidance looks at the challenges faced by disabled people, with a range of accessibility needs, and what the solutions are to overcomes them, to ensure charging is as easy and successful as possible.
Keir Haines, senior product designer at Designability, added: “We conducted practical research and design activities directly with disabled drivers and passengers, to understand how the public charge points are failing disabled people. We then explored, with them, what accessible design solutions might look like.
Designers, manufacturers, installers, local authorities, landowners such as supermarkets, and anyone that might have an EV charge point on their premises are key in terms of ensuring that the charging solutions are accessible to all. If these types of people and organisations are demanding good accessible design for all, it’s the perfect starting point to ensuring that everybody, including disabled people, have a great experience of charging in public.
In order for those organisations to have a better understanding of what accessible public charging looks like, we produced the Design Guidance. We want the guidance to act as inspiration for industry. Containing lots of clear, concise information, images and videos to illustrate the guidance, it looks at areas such as; information and signage on where to find the chargers and how to use the charge points, lighting the area around the charge points, size of parking bays to allow enough space around the vehicle, clear access to amenities like toilets, plus much more such as cable and socket types, along with many design examples from the prototypes we developed as part of the process.”
One Motability scheme customer and Designability user testing participant said: “It’s really important to be involved in this process as a disabled person, because we are getting our views heard.” And another added: “A good rule of thumb is: if something is hard for everyone, it will definitely be hard for disabled people!”
